Responsible for the the daily work of the municipal government, leading the municipal government office (including the municipal government research office,  Port Service Office and the municipal anti-smuggling), assisting the mayor in handling financial and auditing matters, and maintaining contact with the municipal government's offices in Hangzhou, Beijing, and Shanghai.
