Responsible for the government work concerning education, public health, market supervision and management, intellectual property protection, medical security, and chorography compilation.

In charge of the Municipal Education Bureau, Municipal Health Commission, Municipal Market Supervision Bureau (Intellectual Property Bureau), Municipal Medical Security Bureau, Yandang Mountain Management Committee, and municipal institutions of higher education.

Liaising with the Wenzhou Municipal Bureau of Culture, Broadcasting and Tourism, the Municipal Chorography Compilation Office, the Municipal Archives, the Municipal Federation of Literary and Art Circles, the Municipal Federation of Social Sciences, the Municipal News Media Center, all news units in Wenzhou, and all provincial universities and colleges in Wenzhou.
