Pingyang County is located in the southeastern coastal region of Zhejiang. It is under the jurisdiction of Zhejiang Province, and the heart of the regional economy of Wenzhou City. It opens up economically, and is abound with ocean and culture resources, where an old revolution base is located. The county was first established in the Taikang period of the Western Jin Dynasty（265-316). It boasts a long history, profound culture and rich nature bestows, which has turned out a galaxy of talents. The county is thus perceived something like the hometowns of Confucius and Mencius.

Pingyang County shares its borders with Rui'an City, Wencheng County, Taishun County and Cangnan County. It is 50 km from Wenzhou and 140 sea miles from Taiwan.
