(1) To supervise and inspect local county-or-lower-level governments’ and departments’ implementation of the major decisions and deployments of the CPC Central Committee, the State Council, the CPC Zhejiang Provincial Committee, the Zhejiang Provincial Government, the CPC Wenzhou Municipal Committee and the Wenzhou Municipal Government.

(2) To be responsible for organizing or participating in major research on the reform and development of the city, for tracking and researching key work, major reforms, and important policies of the municipal Party committee and government, and for proposing related countermeasures and suggestions; to guide the investigation and research work of the city’s governments at all levels.

(3) To be responsible for the handling and circulation of documents of the municipal government and its general office; to organize the drafting or review of official documents issued in the name of the municipal government and its general office; to accept official documents from various departments of the municipal government and the governments of various counties (county-level cities and districts) , and submit the general office’s review opinions on them to  the municipal government leaders for their examination and approval.

(4) To assist the municipal government in handling the daily work of creating the pilot area for the healthy growth of the non-public sector and its personnel in the new era in Wenzhou.

(5) To be responsible for organizing major activities of the municipal government, and arranging important domestic and foreign affairs events for municipal government leaders.

(6) To be responsible for organizing and providing service guarantees for the meetings of the municipal government, and assisting municipal government leaders in organizing and implementing the decisions of the meetings; to organize relevant coordination work entrusted or assigned by the municipal government.

(7) To be responsible for handling and supervising the implementation of instructions by municipal government leaders.

(8) To assist the leading Party group of the municipal government in carrying out the self-construction work of the governments at all levels.

(9) To be responsible for organizing and supervising the handling of proposals from the NPC, and Zhejiang Provincial and Wenzhou Municipal Peoples’ Congresses as well as from the CPPCC, and CPPCC Provincial and Municipal Committees, as well as handling people’s complaints by letters and in person and coordinating the work of improving people's well-being.

(10) To be responsible for collecting, collating, compiling, and reporting to superior departments major government information and emergency information, and for guiding the information work of governments at all levels in the city.

(11) To be responsible for organizing, coordinating, guiding, promoting, supervising, and inspecting the work of government openness in the whole city.

(12) To organize and coordinate the work of anti-smuggling, coastal defense, and port management in the city.

(13) To be responsible for the confidential and archival work of the municipal government and its general office.

(14) To complete other tasks assigned by the municipal Party committee and government.
