(1)To formulate and organize the implementation of the city's national economic and social development strategies, medium and long-term plans, and annual planning; to lead the organization of the city's unified planning system construction; to coordinate municipal-level special planning, regional planning, spatial planning and the city's development planning; to ordinate overall balance and ratio relationships between the city's total social demand and its total supply, and propose goals, tasks, and related policies for economic and social development, major structure optimization, modern economic system construction and high-quality development; to be responsible for the evaluation, supervision and guidance of major strategic plans and policies. (2) To organize the formulation of regional coordinated development strategies, planning and related policies; to guide and promote the coordinated development of regional economy, to coordinate and promote the implementation of national major regional development strategies, such as development of the Yangtze River Delta region and the Yangtze River economic belt in Wenzhou; to organize the formulation and promote the implementation of the city's new urbanization plan; to take the lead in advancing the development of the marine economy; to lead the citywide integration and enhancement of major platforms. (3) To coordinate the promotion of sustainable development strategies. Specifically, to formulate and implement green development-related strategies, planning, and policies; to develop and implement planning and policies for circular economy development; to promote ecological civilization construction and reform; to participate in formulation of ecological construction planning, coordination of ecological environment protection and restoration as well as energy and resources conservation and comprehensive utilization; to propose policy measures to improve the ecological protection compensation mechanism; to comprehensively coordinate the work of environmental protection industry and clean production promotion. (4) To responsible for comprehensive management of major infrastructure. Plan the layout of major infrastructure and coordinate development of major infrastructure construction; review energy development strategies, related major planning, industrial policies, reform plans and investment projects, and promote energy structure adjustment; to coordinate major issues on comprehensive transport development; comprehensively coordinate the development of railway and general aviation industries, and balance transport development plans. (5) To be responsible for macroeconomic forecasting, early warning, and expectation management; to research and analyze crucial issues such as the city's national economy operation, its overall balance, economic and industrial security, and propose relevant suggestions; to coordinate major issues in macroeconomic operation, to be responsible for the mobilization of the city's national economy, organize formulation of the city's national economic mobilization planning; to coordinate and and organize the implementation of related work on national economic mobilization. (6) To be responsible for the alignment and coordination of city’s policies on social and national economic development, and of related major issues , and coordinate major issues; organize the formulation of the overall social development strategy and planning for the city; to coordinate the promotion of the construction of the basic public service system and the reform of the income distribution system; to propose suggestions for policies on promoting employment, increasing urban and rural residents' income, and improve social security in coordination with economic development. (7) To formulate and organize the implementation of pricing policies. Specifically, to organize the formulation of prices for important commodities and services managed by the government, and for major charging standards; to be responsible for coordinating the city’s major price reforms and policies; to formulate market price behavior rules in crucial areas and issue relevant guidelines. (8) To be responsible for the comprehensive management of investments in the city. Specifically, to formulate the total scale, structural control targets and policies for the city's fixed asset investment, and plan major construction projects and productive force distribution; to propose the scale and investment orientation of municipal financial construction funds; to review, verify and approve major projects according to authorization; to advance the reform of the investment and financing system, and formulate the policies and measures for encouraging private investment, and promote their implementation. (9) To be responsible for the comprehensive management of the city's capital construction and key construction projects. Specifically, to be responsible for formulating and organizing the implementation of the city's key construction project plans; to be responsible for examining and approving the preliminary design and project budget of government-invested construction projects approved by the state, province, and city, as well as other construction projects stipulated by laws and regulations; to be responsible for the evaluation and supervision of the city's key construction projects; to be responsible for implementing ecological environment protection requirements during project approval, verification and filing; to supervise the safety production of key construction projects, guiding and supervising temporary project construction organizations at all levels in their implementing safety production responsibilities. (10) To research and analyze the balance of social funds and the operation of finance, and propose suggestions for coordinating and solving major issues in the operation; to participate in the formulation of financial and economic policies; to promote the construction of policy-coordinated mechanisms for planning and public finance; to propose development goals and policies for direct financing in the city, guiding the allocation of social funds; to be responsible for the comprehensive management of the issuance of corporate bonds in the city; to be responsible for managing and formulating policies on venture capital. (11) To guide and comprehensively coordinate economic system reform and propose related reform suggestions. Specifically, to lead the supply-side structural reform in the city; to coordinate the promotion of the reform of property rights system and factor market-oriented allocation; to promote the refinement of the market economic system and the construction of modern economic system; to organize, together with relevant departments, the implementation of the negative list system for market access. (12) To coordinate the utilization of foreign capital in the city. Specifically, to be responsible for balanced development and optimized distribution of foreign capital and overseas investments in the city; to be responsible for the total control, structural optimization, and supervision of full foreign debts; to coordinate the planning of all types of development zones (parks); to guide the citywide construction of major opening-up platforms. (13) To be responsible for guiding, coordinating, and supervising the citywide bidding work, as well as the supervision and management of bidding for key construction projects and major projects, based on the municipal government’s work division and authorization; to be responsible for guiding and coordinating the city’s construction of the social credit system, and for comprehensive coordination of public credit information management. (14) To formulate comprehensive industrial policies. Specifically, to coordinate major issues in the development of the primary, secondary, and tertiary industries, and coordinate and align related development plans and major policies; to coordinate the implementation of major industrial projects, industry upgrading, and the extension and application of major technological equipment; to organize the formulation and promote the implementation of the strategic planning and major policies for the service industry in the city; to be responsible for promoting integrating development of the service industry with other industries, and for nurturing new business forms and models of the service industry; to track, research and analyse changing consumption trends, and formulate comprehensive polices and measures for promoting consumption. (15) To promote the implementation of innovation-driven development strategies; to work with relevant departments to formulate plans and policies for promoting entrepreneurship and innovation; to propose policy measures for fostering new drivers of economic development; to plan and well distribute major sci-tech infrastructure across the city in coordination with relevant departments; to organize the formulation and promote the implementation of the development plans and policies for high-tech industries and strategic emerging industries. (16) To propose policies for agricultural and rural economic development strategies and institutional reforms; to coordinate major issues on the development of agricultural and rural economy and society; to propose targets and policies for the speed, overall balance, and structural adjustment of agricultural and rural economic and social development; to organize the formulation and implementation of the city's rural revitalization strategic planning; to plan the layout of major agricultural and rural construction projects, and coordinate their implementation. (17) To be responsible for guiding, coordinating, and supervising the city’s paired assistance work. Specifically, to lead the formulation of the overall plan and annual plan for paired assistance, and guide the formulation of related special plans; to comprehensively coordinate the paired assistance work among front-line command institutions, municipal departments, and county-level governments; to give targeted guidance to paired support, paired assistance (collaboration on poverty alleviation between the eastern and western regions), and paired cooperation; to lead the implementation of cooperation agreements between paired cities and counties; to lead the implementation of projects for cooperation between the province’s coastal developed regions and its western undeveloped areas. (18) To complete other tasks assigned by the municipal Party committee and government. |
