(1) To formulate and organize the implementation of sector plans and policies in the industry and information technology, and propose policies for optimizing industrial layout and structure.

(2)  To supervise and analyze the overall economic situation in the city, formulate and implement short-term economic operation control targets and policy measures, and coordinate and resolve of major problems in economic operation.

(3) To implement the new industrialization development strategies and make coordinated efforts to build the city with a strong manufacturing; to formulate and implement plans for industrial and economic development; to promote strategic adjustment, optimization and upgrading of the industrial structure; to advance the integrated development between information technology application and industrialization, and between manufacturing and producer services; to promote the construction of platforms, such as industrial parks, industrial bases, small and micro enterprise parks.

(4)To be responsible for the management of investment in technological transformation of enterprises, and to be a leader in promoting the implementation of major industrial projects; to foster and develop emerging industries, as well as transform and upgrade traditional manufacturing, to propose key areas and purposes for the use of special financial funds for industrial and information development; to undertake the work of relevant government industry-themed funds according to regulations.

(5) To guide and promote technological innovation in the industrial and information technology fields, promote the construction of industrial innovation systems and capabilities. To organize and implement major technological equipment research and development; to promote smart manufacturing, enterprise technology introduction, new product development and high-tech industrialization; to guide and coordinate cooperation and talent development in industry-university-research collaboration; to carry out cooperation and exchanges in the industrial and information technology application field.

6) To be a leader in promoting green manufacturing projects; to organize the formulation and implementation of clean production promotion policies; to formulate and organize the implementation of policies on energy conservation and comprehensive utilization of resources in the industry and information technology; to guide industrial energy conservation; to organize and coordinate the promotion and application of relevant major demonstration projects, as well as new products, new technologies, new equipment and new materials.

(7) To organize the formulation and implementation of policies for the development of producer services in the field of service-oriented manufacturing, industry and information technology; to guide and promote the construction of functional areas and public service platforms for producer services; to promote the development of industrial design industries.

(8) To promote the development of the digital economy in a coordinated manner; to organize the formulation and implementation of the digital economy development plan, and undertake the related work; to promote the development and structural adjustment of the information industry, and be responsible for the cultivation, development and application of cloud computing, big data, Internet of Things, artificial intelligence, integrated circuits and other industries; to guide and promote the development of the industrial Internet and industrial digital transformation; to coordinate the construction of public service platforms for information technology.

(9) To organize and promote the city's information technology application; to coordinate the construction of major information infrastructure; to organize and promote the integrated development of communications networks, radio and television networks, computer networks and other networks; to guide and promote the information security guarantee of industrial control systems in key industrial fields.

(10) To take charge of the administration of the sector of industry and information technology application industries, and promote the development of the equipment manufacturing industry, consumer goods industry and material industry; to promote the localization of major equipment, and foster and develop high-end equipment, new-energy vehicles, energy conservation, environmental protection, biomedicine, new materials, fashion and other industries.

(11) To cultivate and develop large-sized enterprises and leading companies in an industry; to be a leader in promoting cost reduction and efficiency improvement for enterprises; to organize and coordinate major activities to serve enterprises; to guide the construction of modern enterprise systems, and promote enterprises to refine governance structures and innovate management.

(12) To be responsible for the macro-guidance and comprehensive coordination of the promotion of the development of small and medium-sized enterprises; to organize the formulation of relevant policies and measures; to be responsible for the construction of public service platform and social service system for small and medium-sized enterprises; to guide small and micro enterprises in entrepreneurship and innovation, financing and credit guarantee; to carry out hierarchical cultivation of small and medium-sized enterprises.

(13) To be responsible for macro guidance and comprehensive coordination in promoting  the healthy development of the private economy; to organize the formulation of relevant policies

and measure to promote high-quality development of the private economy.

（14）To complete other tasks assigned by the municipal Party committee and the municipal government.
