(1) To implement the innovation development strategy, formulate plans and policies  for the city's sci-tech development and foreign talent introduction, and organize their implementation.

(2) To coordinate the overall advancement of the city's sci-tech institutional reform, collaborate with relevant departments to improve the incentive mechanism for sci-tech innovation; to optimize the construction of research system, guide the reform and development of science research institutions, and promote the construction of a consultation system for major sci-tech decisions.

(3) To collaborate with relevant departments to propose policy measures for optimizing the allocation of sci-tech resources, to promote the construction of a system for investment in sci-tech through diverse channels, to plan and coordinate the city’s foundational research, key sci-tech problem tackling and sci-tech achievement transformation; to coordinate and manage various municipal-level sci-tech plans and supervise their implementation; to take the lead in establishing a unified municipal-level sci-tech management platform, and organize the implementation of a system for innovation surveys and sci-tech reporting.

(4) To formulate plans, policies and standards in areas such as creating an innovative environment, research conditions and R&D support, and organize their implementation; to formulate plans for the construction of major technology innovation bases and supervise their implementation; to participate in formulating plans for major sci-tech infrastructure construction, and supervision their implementation; to take the lead in organizing the construction of key laboratories in the city, and promote the construction of research conditions and the opening and sharing of sci-tech resources.

(5) To formulate plans, policies, and measures for the development and industrialization of high-tech industries, as well as for the promotion of agriculture, rural areas, and social development through sci-tech. To organize the analysis of technological development demands in key areas; to coordinate the development and innovation in key generic technologies, cutting-edge leading technologies, modern engineering technologies, and disruptive technologies. To coordinate the formulation and supervision of major sci-tech project plans; to take the lead in organizing major technological breakthroughs and application demonstrations.

(6) To take the lead in organizing the cultivation of high-tech enterprises, sci-tech-based small and medium-sized enterprises, etc; to promote the establishment of enterprises’ sci-tech research and development institutions, and promote the construction of enterprise innovation capabilities.

(7) To formulate policies and measures for the transfer and transformation of sci-tech achievements and the promotion of industry-education-research cooperation, and organize their implementation, and improve the mechanisms for the transformation of sci-tech achievements. To guide the development of sci-tech service industries, technology markets, and sci-tech intermediary organizations. To undertake relevant work in advancing the integration of military and civilian development of science and technology. To guide the city's sci-tech security work.

(8) To guide regional innovation development, and the rational allocation and coordinated development of sci-tech resources; to promote the construction of major platforms for sci-tech innovation.

(9) To be responsible for the construction of sci-tech supervision and evaluation system and for related sci-tech evaluation management; to guide the reform of sci-tech evaluation mechanisms, coordinate scientific research integrity construction; to undertake sci-tech reform performance evaluation work.

(10) To formulate plans, policies and measures for foreign exchanges of sci-tech, and for the opening-up and cooperation in innovation capabilities; to organize sci-tech cooperation and exchange of sci-tech personnel; to take the lead in promoting the construction of Wenzhou-based new sci-tech innovation carriers by cooperating with introduced prestigious universities and research institutions. To serve the sci-tech work of science research institutions under universities. To be responsible for managing the city's sci-tech foreign affairs within authorized scope.

(11) To be responsible for introducing foreign intelligence. To formulate plans for the introduction of foreign experts and organize their implementation; to establish a mechanism for contacting and serving foreign experts; to formulate plans, policies, and make annual arrangements for training overseas and outside Chinese mainland, and supervise their implementation.\

(12) To be responsible for the construction of sci-tech personnel. To collaborate with relevant departments to formulate plans and policies for the construction of sci-tech personnel; to establish and improve the evaluation and incentive mechanisms for sci-tech personnel: to organize the implementation of talent plans to promote the construction of high-end sci-tech innovation talents; to formulate city-wide plans and policies for popular science.

(13) To be responsible for the review and recommendation of provincial-level and higher sci-tech awards.

(14) To complete other tasks assigned by the CPC Wenzhou Municipal Committee and the Municipal People’s Government.

(15) Government functions transformation:

(i) To focus government functions on implementing the innovation-driven development strategy and the work orientation of building a strong city through reforms, innovation, opening up, and talent construction. Specifically, to strengthen, optimize and transform governments’ sci-tech management and service functions; to improve the sci-tech innovation system and organizational structure; to strengthen macro sci-tech management and coordination, and reduce the micro as well as matters requiring approval; to strengthen in-process and post-event supervision, performance management, and sci-tech research integrity construction.

(ii) To make transformation from R&D management to innovation services. Specifically, to  deepen the reform of sci-tech plan management, and establish an open and unified sci-tech management platform to axe repeated and inefficient sci-tech plan projects and  those opaquely established by multiple departments, and to reduce fragmented resource allocation.

(iii) To further improve project review and management mechanisms so that government departments will no longer directly manage specific research projects. Specifically, to promote the establishment of specialized institutions for project management, and entrust them to carry out project application acceptance, evaluation for establishment, establishment, in-process management, examination and acceptance, and performance evaluation.

(ix) To further improve the evaluation mechanism of science research institutions, with a focus laid on the planning and performance evaluation of these institutions. We will no longer review the establishment and adjustment of research institutions.

(v) To further improve the evaluation mechanism for sci-tech personnel. We will establish and improve a sci-tech personnel evaluation system and incentive policies based on their innovation capabilities, task fulfilling quality, contributions, and performance. We will coordinate the construction of the city's sci-tech personnel and the introduction of foreign talents.

(xi) Management responsibilities clarification: To clarify the management responsibilities between the Wenzhou Municipal Science and Technology Bureau and the competent departments of the municipal-level public welfare-oriented science research institutes. The bureau is responsible for guiding reform and development of the institutions in question, while the competent departments take charge of their budget, finance, and assets management.
