(1) To implement the laws, regulations，principles and policies on the work of ethnic   group and religion; to carry out investigations and studies on issues related to the work; to propose policies of the work；to draft documents on guiding opinions on ethnic group and religious affairs.

(2) To organize and guide the publicity and education work on laws，regulations and policies on ethnic group and religion, and to supervise and inspect the implementation of relevant laws, regulations and policies concerning the work.

(3) To guide and supervise the implementation of laws and regulations in ethnic minority areas throughout the city, supervise and protect the legitimate rights and interests of ethnic minority; to coordinate and handle important matters in ethnic relations, and maintain social stability.

(4) To formulate special plans for undertakings of ethnic minorities, and supervise and inspect the implementation of such plans; to participate in formulating development plans for economic and social affairs in ethnic minorities areas; to promote the establishment and improvement of a comprehensive evaluation and monitoring system for the development of undertakings of ethnic minorities.

(5) To promote and coordinate, in conjunction with relevant departments, the pairing assistance of economically developed regions to to regions with a large ethnic minority population; do a good job of helping the poor in minority areas together with relevant departments; to participate in coordinating sci-tech development, pairing assistance,  and economic and technological cooperation in minority areas.

(6) To study special issues in social undertakings, such as those of culture, of ethnic minorities and areas with a large ethnic minority population, and to propose relevant opinions; to cooperate with relevant departments in handling corresponding affairs.

(7) To guide counties (county-level cities and districts) to carry out urban ethnic work; to well coordinate and manage services for minority ethnics migrating population, including Xinjiang people, in Wenzhou, .

(8) To be responsible for managing religious affairs; to protect citizens' freedom of religious belief and normal religious activities according to law; to safeguard the lawful rights and interests of religions, and promote harmony in religious relations.

(9) To guide the ethnic and religious affairs departments in various part of the city to perform their administrative functions according to law, and to handle major incidents in religious affairs.

(10) To promote the self-education of religious people in patriotism, socialism, and support for the reunification of the motherland and national unity; to adhere to the China’s orientation of religious development in the city; to consolidate and develop the patriotic united front with religious people.

(11) To guide and urge religious groups to carry out activities according to law and regulations; to support religious groups in strengthening their own building; to help religious groups train and educate religious personnel, and successfully run higher religious education institutions; to deal with religious groups-related matters that need to be resolved or coordinated by governments.

(12) To be responsible for the work of religions other than Buddhism, Taoism, Islam, Catholicism and Christianity; to investigate and study the work, and make proposals for related policies.

(13) To be responsible for the affairs of folk beliefs, to guide the ethnic and religious affairs departments in varied part of the city to manage the affairs; to investigate and study the affairs, and make proposals for related policies.

(14) To guide local governments in handling emergency incidents involving ethnic and religious affairs and problems affecting social stability; promote the implementation of a service system for ethnic and religious affairs, and the information technology application to the affairs management; to do a good job of security work in the field of ethnic and religious affairs in accordance with authorization; to coordinate relevant departments to carry out their duties related to ethnic and religious affairs.

(15) To organize the training of cadres working on ethnics and religions, cadres of minority ethnics and religious personnel throughout the city; to assist departments of united front work in the selection, training and employment of cadres of ethnic minorities; to cooperate with related departments in their work of various ethnic minorities talents at all levels.

(16) To organize and coordinate foreign exchanges in the field of ethnic and religious affairs in this city; to manage the foreign affairs work in the field of ethnic and religious affairs; to support and help religious circles to carry out friendly exchanges with foreign countries, and with Hong Kong, Macao and Taiwan, handling relevant matters.

(17) To complete other tasks assigned by the municipal Party committee and the municipal government.
