(1) To implement the Party's guidelines and policies, and state laws and regulations; to implement the regulations and requirements of local municipal Party committee, and the municipal government, as well as higher-level public security organs; to draft local regulations and rules related to public security; to deploy, guide, and supervise the city's public security work.

(2) To master the situation that affects stability, and endangers domestic and public security, and to analyze and judge the situation, and propose countermeasures; to organize and guide the work of response to 110 emergency calls, and public security information; to organize, coordinate, and guide the city's anti-terrorism work.

(3) To take charge of and guide the investigation work of economic and criminal crimes; to organize and coordinate the investigation of particularly major cases, and foreign-related and cross-county (county-level city or district) major cases, as well as other cases assigned by superiors; organize and guide the city's public security criminal sci-tech work; to be responsible for public security technical reconnaissance work.

(4) To guide and supervise the city's public security organs to investigate and punish, in accordance with the law, acts that endanger social security and order; to manage the security work of dangerous objects, special industries, and inland water areas in accordance with the law; to be responsible for organizing and coordinating the handling of major public security incidents and emergencies, and managing gatherings, parades, and demonstrations; to organize and command the emergency and riot prevention work of the Public Security Special Police Force; to cooperate and coordinate the exercise of relatively centralized administrative penalty powers in urban management and administrative law enforcement processes.

(5) To organize and implement, according to authorization, the management of Chinese citizens’  entry and exit for private purposes, as well as the management of Hong Kong, Macao, and Taiwan residents returning to this city for settlement; to undertake the management of matters related to foreigners studying, working, staying, and permanent residence in China, and carry out work related to management of nationality, immigration and refugees, and to illegal immigration repatriation; to organize and guide the investigation and punishment of illegal and criminal cases in entry and exit; to undertake port visa and endorsement work; to participate in international cooperation in immigration.

(6) To organize, guide, and supervise the city's road traffic safety, traffic order maintenance, and vehicle and driver management work; to guide and supervise the traffic safety management of highways within the administrative area of this city.

(7) To organize and guide grassroots public security work in the city, and improve the social security maintaining system; to manage household registration, resident identity card and floating population according to law; to organize and guide the security work of state organs, social organizations, enterprises, institutions, and key projects throughout the city, as well as of mass security organizations; to be responsible for the supervision and management of security service activities throughout the city.

(8) Guide and supervise the work of detention centers, detention houses, and compulsory isolation and drug rehabilitation centers throughout the city; to manage the Wenzhou Municipal Detention Center, the Wenzhou Municipal Detention Center, and the Wenzhou Municipal Sanyang Compulsory Isolation and Drug Rehabilitation Center.

(9) To organize and guide the legal work of public security in the city. Guide and supervise the law enforcement activities of the city's public security organs; to handle administrative reconsideration, litigation response, national compensation and other cases; to guide and supervise the city's public security petition work.

(10)To organize, coordinate, and guide the city's drug control and enforcement work.

(11) To organize, coordinate, and guide the security work of major events and important conferences in the city.

(12) To organize and guide the management of ships (boat people) going to sea, and the security management of unmanned islands, and assist relevant departments in carrying out maritime law enforcement tasks.

(13) To organize and guide the sci-tech and information technology work of the city's public security, to be responsible for the planning, coordination, organization and guidance of the information, communication and service support management work of the city's public security organs; to be responsible for managing the city's social public safety technology prevention business.

(14) To implement supervision over public security organs and their policemen in accordance with the prescribed authorization; to lead the supervision work of the city's public security organs; to organize and guide the maintenance of the law enforcement authority of public security police.

(15) To evaluate comprehensive performance of county-level public security organs.

(16) To be responsible for the public security work of urban rail transit throughout the city; to guide and supervise the public security prevention work of the urban public transport sector.

(17) To be responsible for the public security work at Wenzhou Longwan International Airport.

(18) To guide and supervise the operation of enterprises’ public security organs.

(19) To complete other tasks assigned by the municipal Party committee, the municipal government, and higher-level public security organs.

(20) Functional transformation. To adhere to and extend the "Fengqiao Experience" in the new era, comprehensively enhance and promote the Fengqiao policing model, and to build a three-dimensional and targeted new policing ecosystem, which is information-piloted and tech-backed, focusing on grassroots basic policing construction, so as to promote innovation in grassroots social governance. Led by deep implementation of the special campaign for cracking down on crime and eliminating evil forces, we will promote key governance so as to serve and ensure high-quality economic development. To deepen the reform of "one-stop-service" in the public security system, continue to promote streamlining administration and delegating power, increase collaboration between varied sorts of police, and further improve the service capacity and level of public security. To vigorously promote the digital transformation of public security work, deepen the implementation of the big data strategy featuring the "cloud-based public security with intelligent prevention and control"; to enhance the level of early warning, prediction, and prevention, and effectively improve social security and satisfaction.
