(1) To implement laws and regulations on civil affairs work; to study and formulate administrative normative documents related to civil affairs; to formulate plans and policies for the development of civil affairs in the city, and organize their implementation. (2) To be responsible for the registration, supervision and management of social organizations such as social groups, foundations, and private non enterprise units. (3) To take the lead in formulating the city's social assistance plan, policies, and standards; to coordinate the construction of urban and rural social assistance systems; to guide and supervise implementing assistance and support for extremely poor people, granting minimum subsistence allowances and temporary assistance for urban and rural residents, and assisting people with no means of support in the city; to guide the verification of the economic status of social assistance-accepting families; to undertake the construction of old revolutionary base areas in the city. (4) To guide the construction of grassroots political power and autonomous organizations in urban and rural areas; to guide community service management and the transparent democratic management of village affairs; to promote the construction of urban and rural communities; to organize and carry out relevant work on urban grassroots governance. (5) To be responsible for administrative division and place name management; to standardize the establishment and management of place name signs in the city; to be responsible for the editing and approval of standard place name materials of the city; to be responsible for the division and daily management of administrative boundaries between counties, and for mediating disputes over administrative boundaries. (6) To formulate plans and policies for the development of social welfare services throughout the city; to guide the protection of the rights and interests of special disadvantaged groups such as orphans and disabled people in the city; to be responsible for the management of adoption registration; to undertake the city’s adoption registration work for overseas Chinese and Hong Kong, Macao and Taiwan residents. (7) To formulate the development plan, policies, and standards for elderly care services in the city; to guide the construction of the city's elderly care service system and participate in promoting the development of the city's elderly care service industry; to guide and manage the construction of urban and rural elderly care institutions, and guide the work of home-based elderly care services. (8) To be responsible for the management of funeral and interment, and marriage registration; to undertake the city’s marriage registration work for foreign nationals, overseas Chinese, and residents of Hong Kong, Macao and Taiwan. (9) To formulate the development plan, policies, and professional norms for social work in the city; to cooperate with relevant departments to promote the construction of a contingent of social work professionals and volunteers of the city; to formulate plans and policies for the development of charity in the city, and be in charge of charity work. (10) To be responsible for the management of the municipal welfare lottery public welfare funds. (11) To be responsible for the planning, finance, and statistical work of civil affairs, and guide and supervise the use and management of civil affairs expenses. (12) To be responsible for managing and supervising the resettlement and post support work for the large and medium-sized reservoir construction in the city; to guide the resettlement support work for small reservoir construction. (13) To complete other tasks assigned by the municipal Party committee and municipal government. (14) Functional transformation. To implement the people-centered philosophy of development; to deepen the "one-stop-service" reform, and enhance the ability to ensure basic livelihood; to provide basic social services for special groups, such as the disadvantaged, elderly, disabled, and orphans; to refine social governance methods; to actively cultivate diverse social work participants, such as social organizations and workers; to promote the establishment of grassroots social governance and community public service platforms, and accelerate the process of urban-rural integration of civil affairs. (15) Division of responsibilities with the Municipal Health Commission: The Municipal Civil Affairs Bureau is responsible for coordinating, supervising, guiding, and managing elderly care services, and for formulating plans, policies, and standards for the construction of the elderly care service system as well as organizing their implementation. It is also responsible for the welfare of the elderly and the assistance work for the elderly in special difficulties. The Municipal Health Commission is responsible for formulating policies and measures to address the aging population and to integrate medical and elderly care. It is also responsible for comprehensively coordinating, supervising, guiding, and organizing the development of the elderly undertakings, and undertaking elderly health work such as disease prevention and control, as well as the elderly people’s medical care, mental health and care services. |
