(1) To draft citywide financial and tax development strategies, plans, policies, and reform programs, and implement them. To analyze and forecast macroeconomic situations, participate in macroeconomic policy formulation, and suggest implementation strategies for national macro-control policies. To develop and enforce fiscal distribution policies, and enhance policies that encourage public welfare development. (2) To implement national, provincial, and municipal financial, taxation, finance, accounting, and state-owned asset management laws, regulations, guidelines, policies, and other relevant directives. To supervise the enforcement of financial and tax regulations and policies. (3) To be responsible for the management of all fiscal revenues and expenditures. To compile and implement the draft annual budget and final accounts at the municipal level. As entrusted by the Municipal Government, to report the city-wide and municipal budget and its implementation to the Municipal People's Congress, and to report the final accounts to the Standing Committee of the Municipal People's Congress. To organize the formulation of standards and quotas for expenditure, and to review and approve the annual budget and final accounts of departments (units). To be responsible for the budget management of fiscal contributions to government investment funds and the management of state-owned assets. To be responsible for the public disclosure of the municipal budget and final accounts. To research and propose suggestions for municipal reforms of the fiscal system in districts and organize their implementation. To improve the transfer payment system from the municipality to districts. To vigorously promote fiscal work in towns and townships throughout the city. (4) To manage government non-tax revenues as assigned. To oversee government funds, regulate administrative and institutional fees. To control fiscal bills. To develop lottery management policies and methods, supervise the lottery market, and manage lottery funds as required. To build and promote the application of a unified public payment platform. (5) To develop treasury management and centralized payment and receipt systems. To guide and supervise treasury operations and perform treasury cash management as prescribed. To establish financial special account, budget unit account, and fund deposit management systems. To handle city-level fiscal general budget accounting and management. To compile citywide fiscal final accounts, departmental final accounts, and accrual-based government financial reports. (6) To be responsible for the supervision and management of government procurement, and to formulate relevant policies and systems for government procurement. To handle complaints and reports related to government procurement cases. (7) To be responsible for managing the government's domestic and foreign debt. To oversee the management of local government debt, to prevent and mitigate risks associated with local government debt. To be in charge of the management of local government bonds. To participate in researching policies related to the utilization of foreign capital, and to centrally manage the loan (grant) businesses from international financial organizations and foreign governments. To be responsible for the management of non-trade foreign exchange within the financial budget for administrative and public institutions and social organizations. (8) To be responsible for formulating the management system for administrative and institutional state-owned assets, and to manage these assets in accordance with regulations. To lead the preparation of reports on the management of state-owned assets. In accordance with the authorization from the municipal government, to centrally and uniformly perform the responsibilities of a contributor to municipal state-owned financial capital, representing the municipal government in exercising the rights of a contributor to relevant enterprises. To be responsible for the financial supervision and management of the asset appraisal industry. (9) To be responsible for summarizing and preparing the draft budget and final accounts for state-owned capital operations. To establish systems and methods for state-owned capital operation budgets, and to collect earnings from municipal-level enterprises' state-owned capital. To supervise the implementation of corporate financial regulations. To formulate unified expenditure standards, spending policies, and management systems applicable city-wide. (10) To be responsible for the management of social insurance funds within its authority. To be in charge of summarizing and preparing the draft budget and final accounts for the city-wide and municipal-level social insurance funds. To formulate financial subsidy policies and financial accounting management systems for social insurance funds. To manage the revenue and expenditure of social insurance funds and their preservation and appreciation. To participate in the formulation of social insurance policies. (11) To be responsible for handling and supervising the financial expenditures for economic development at the municipal level. To be in charge of preparing the budget for government investment projects at the municipal level. To oversee the supervision and management of construction funds for government investment projects at the municipal level. To research and propose suggestions on financial affairs and expenditure responsibilities for urban construction and organize their implementation. To formulate financial management systems for basic construction finance. To handle the financial management of policy-based subsidies and special reserve funds. (12) To be responsible for implementing budget performance management. To establish a budget performance management system, organize and implement ex-ante performance evaluation, performance target management, performance monitoring, and performance evaluation. (13) To manage and guide citywide accounting work. To regulate accounting behavior. To implement national unified accounting systems, guiding and supervising the business of certified public accountants, accounting firms, bookkeeping agencies. To organize professional accounting qualification examinations, guide and manage social auditing. To promote party construction work in the CPA and asset evaluation industries. (14) To be responsible for planning the informatization construction of finance. To be in charge of the construction of financial informatization projects. To manage financial data, and oversee the management of financial networks and information security. (15) To complete other tasks assigned by the CPC Wenzhou Municipal Committee and the Municipal People’s Government. |
