Functions of Wenzhou Municipal Human Resources and Social Security Bureau

(1) To implement laws, regulations, and rules regarding human resources and social security. To draft normative documents for human resources and social security work. To compile citywide human resources and social security development plans, formulate corresponding policies and implementation methods, and to organize their implementation and supervision. To be responsible for the reform of personnel systems in enterprises and institutions, and labor and social security systems. To manage citywide statistical work related to human resources and social security.

(2) To undertake citywide talent development work. In conjunction with relevant departments, to formulate and implement citywide talent development strategies, plans, and comprehensive policies, to be responsible for guiding and coordinating citywide talent selection, training, and introduction projects. To draft human resources market development planning and human resources mobility policies. To formulate professional and technical personnel management and continuing education policies, lead in deepening the reform of the professional title system, and manage professional and technical personnel qualifications. To comprehensively manage postdoctoral work and the work of returning overseas Chinese in Wenzhou. To be responsible for comprehensive management of skilled talent training, promote technical school construction, strengthen school-enterprise training cooperation, and improve the cultivation, evaluation, and incentive mechanism for skilled talents. To guide the development of the human resources service industry. To be responsible for international talent exchange and cooperation.

(3) To be responsible for promoting employment. To draft citywide employment development plans and policies for both urban and rural areas, improve the public employment service system and employment assistance system. To lead in drafting policies for the employment of college graduates, responsible for post-graduation employment and entrepreneurship guidance and services. To be responsible for employment guidance for graduates from technical schools. To establish and improve the prediction, early warning, monitoring, and analysis systems for employment and unemployment. To improve the vocational qualification system for skilled personnel, and coordinate the establishment of a lifelong vocational skill training system for urban and rural workers.

(4) To be responsible for coordinating urban and rural basic pension insurance, work-related injury insurance, and unemployment insurance. To draft basic pension, work-related injury, and unemployment insurance policies and standards, legally supervise their funds, and improve the level of fund pooling. In conjunction with relevant departments, to improve the municipal-level social insurance adjustment system and organize the preparation of basic pension insurance fund, work-related injury insurance fund, and unemployment insurance fund budget drafts. To organize the implementation of prediction, early warning analysis, and to draft response measures. To draft supplementary pension insurance fund supervision and management systems and organize their implementation. To be responsible for the management, public service system, and informatization construction of social insurance.

(5) To be responsible for personnel management in public institutions and staff in government offices. To draft personnel management policies for public institutions and staff in government offices, comprehensively manage employment, assessment, training, rewards and penalties, appeals, public recruitment, and post setting management in public institutions. In conjunction with relevant departments, to guide the reform of personnel systems in public institutions. To comprehensively manage government commendation awards and standard-reaching evaluations.

(6) To be responsible for the income distribution of personnel in enterprises and institutions and staff in government offices. To draft income distribution, welfare, and retirement policies for personnel in enterprises and institutions and staff in government offices, establish a mechanism for normal growth and payment guarantee of wages for personnel in enterprises and institutions.

(7) To be responsible for maintaining harmonious labor relations, labor and personnel dispute mediation and arbitration, etc. To coordinate the drafting of labor, personnel dispute mediation and arbitration systems, and labor relationship policies, improve labor relationship coordination mechanisms, implement policies to eliminate the illegal use of child labor, special labor protection policies for female employees and minors, and perfect and implement work hour systems and employee rest and vacation systems. In conjunction with relevant departments, to draft comprehensive policies and plans for migrant worker work and household service industry development, and promote the implementation of related policies.

(8) To complete other tasks assigned by the CPC Wenzhou Municipal Committee and the Municipal People’s Government.
