Functions of Wenzhou Municipal Natural Resources and Planning Bureau

(1) To fulfill the responsibilities of an owner of all natural resources including land, minerals, forests, wetlands, waters, and oceans, and to control the use of all national territorial space. To implement national, provincial, and city policies, guidelines, and laws and regulations regarding natural resource management, territorial space planning, and surveying and mapping geographic information management, and to organize the drafting of relevant local laws and regulations.

(2) To be responsible for natural resource investigation, monitoring, and evaluation. To perfect the index system and statistical standards for natural resource investigation, monitoring, and evaluation, and to establish a unified and standardized system for this purpose. To implement basic, special, and monitoring surveys of natural resources. To supervise the management and information release of the outcomes of natural resource investigation, monitoring, and evaluation. To guide the natural resource investigation, monitoring, and evaluation work in counties (cities).

(3) To be responsible for the unified registration and right confirmation of natural resources. To formulate systems, standards, and norms for the unified confirmation of rights, cadastral survey, real estate surveying and mapping, dispute resolution, and application of outcomes for various natural resources and real estate. To establish and improve the basic platform for information management of natural resource and real estate registration. To be responsible for the collection, collation, sharing, and management of natural resource and real estate registration data. To undertake major natural resource ownership and real estate registration ownership dispute resolution work in the city. To be responsible for rural land contracting right confirmation and registration management.

(4) To be responsible for the paid use of natural resource assets. To establish a statistical system for natural resource assets owned by all citizens, responsible for the accounting of natural resource assets owned by all citizens. To compile balance sheets of natural resource assets owned by all citizens, and draft assessment standards. To formulate and implement policies for the allocation, transfer, lease, capital contribution valuation, and land reserve and coastline storage of natural resource assets owned by all citizens, and rationally allocate these assets. To be responsible for the value assessment and management of natural resource assets and legally collect relevant asset revenues.

(5) To be responsible for the rational development and utilization of natural resources. To organize the drafting of natural resource development planning, strategies, and development and utilization standards and organize their implementation. To establish a government publicized natural resource price system, organize natural resource grading and price assessment, carry out natural resource utilization evaluation and assessment, and guide economical and intensive use. To be responsible for natural resource market supervision. To organize research on policies and measures related to macro-control, regional coordination, and urban-rural integration in natural resource management.

(6) To be responsible for establishing and supervising the implementation of the spatial planning system. To promote the implementation of "one blueprint, multiple plans integration", advance the main functional area strategy and system, organize the compilation and supervision of territorial space planning. To carry out territorial space development suitability evaluation, establish territorial space planning implementation monitoring, assessment, and early warning systems. To organize the delineation of ecological protection red lines, permanent basic farmland, urban development boundaries, and other control lines, and construct a production, living, and ecological space layout that saves resources and protects the environment. To establish and improve the territorial space use control system. To organize the drafting and implementation of the city's annual land, ocean, and other natural resource utilization plans. To be responsible for the conversion of land, sea areas, islands, and other territorial space uses. To manage land expropriation and requisition.

(7) To be responsible for urban and rural planning management work. To organize the compilation of detailed control planning for urban districts. In conjunction with relevant departments, to jointly compile special plans for transportation, municipal utilities, etc., in urban and rural planning. To be responsible for planning permits and planning management for construction land and construction projects. To draft urban and rural planning management and other purpose control policies and supervise their implementation.

(8) To be responsible for coordinating territorial space ecological restoration. To lead the compilation of territorial space ecological restoration planning and implement related major ecological restoration projects. To be responsible for comprehensive management of territorial space, land consolidation and reclamation, mining geological environment restoration and management, forestry ecological protection and restoration, sea area, island, and coastline (excluding port coastline) restoration and repair, and marine ecological restoration work. To lead the establishment and implementation of ecological protection compensation systems, formulate policies and measures for rational use of social funds for ecological restoration, and propose major alternative projects.

(9) To be responsible for organizing the implementation of the strictest farmland protection system. To lead the drafting and implementation of farmland protection policies, responsible for the quantity, quality, and ecological protection of farmland. To organize the implementation of farmland protection responsibility target assessment and special protection of permanent basic farmland. To perfect the farmland occupation and compensation balance system, supervise the implementation of the occupied farmland compensation system.

(10) To be responsible for organizing the compilation of geological disaster prevention and control planning and protection standards and guiding their implementation. To organize, guide, coordinate, and supervise geological disaster investigation, evaluation, general survey, detailed survey, and screening. To guide the implementation of mass testing and defense, professional monitoring, and early warning of geological disasters, and guide the implementation of geological disaster engineering management work. To undertake technical support work for emergency rescue of geological disasters. To undertake citywide geological management work, supervise the management of over-extraction of groundwater and related geological problems such as ground subsidence. To undertake safety production management work for geological exploration.

(11) To be responsible for mineral resource development and management work. To be responsible for mineral rights management, supervise and guide the construction of tangible mineral rights markets. In conjunction with relevant departments, to undertake regulatory and related management work for specific mineral types and advantageous minerals that require protective mining. To be responsible for mineral resource reserve management and approval of overlying mineral resources. To supervise and guide the exploration, development, utilization, and protection of mineral resources.

(12) To be responsible for afforestation and greening work. To guide the cultivation of forest resources, guide and supervise afforestation and greening work by all citizens. To be responsible for the prevention and quarantine of harmful organisms in forestry. To undertake forestry work related to climate change response.

(13) To be responsible for the supervision and management and dynamic monitoring and evaluation of forest, wetland, and terrestrial wildlife resources. To be responsible for forest land management, draft forest land protection and utilization planning and organize its implementation. To guide the delineation of public welfare forests, responsible for the construction, protection, and utilization supervision and management of public welfare forests, responsible for natural forest protection work, and undertake the protection of ancient and famous trees as assigned. In conjunction with relevant departments, to draft wetland protection and utilization planning and related standards, supervise the development and utilization of wetlands. To guide the construction and development of state-owned forest farms.

(14) To be responsible for supervising the management of various types of natural reserves. To draft development planning, policies, and related standards for various types of natural reserves and supervise their implementation. To be responsible for the establishment, adjustment, planning, and related work of various natural reserves.

(15) To be responsible for promoting forestry reform-related work. To draft and supervise the implementation of major reform opinions on deepening the collective forest right system and state-owned forest farms. To draft policies and measures for rural forestry development and maintenance of forestry operators' legal rights and interests, and guide rural forest land contracting and operation work. To guide forestry assistance and forestry enrichment work for the people. To be responsible for forestry seedling supervision and management.

(16) To be responsible for implementing comprehensive disaster prevention and reduction planning requirements, organizing the compilation of forest fire prevention and control planning and protection standards and guiding their implementation, guiding the implementation of forest fire patrols, outdoor fire management, fire prevention facility construction, and other work. To organize and guide state-owned forest farms to carry out fire prevention publicity and education, monitoring and early warning, and supervision and inspection work. When necessary, to request the Municipal Emergency Management Bureau to deploy relevant prevention and control work in the name of the city emergency command organization.

(17) To be responsible for the comprehensive coordination and management of maritime affairs, guide the city's maritime administrative management. To organize the formulation and implementation of marine disaster risk zoning. To participate in the drafting of the city's marine development strategy and policy. To be responsible for marine observation, forecasting, early warning monitoring, and disaster reduction work, and participate in emergency response to major marine disasters.

(18) To be responsible for the supervision and management of marine protection and utilization work. To formulate sea area and island protection and utilization planning and supervise its implementation. To coordinate the marine resource development activities of various sea-related departments and industries. To be responsible for the management of uninhabited islands, sea areas, seabed topography and place names, responsible for the protection and management of special-purpose islands such as territorial sea base points. To be responsible for the statistics and related accounting of the marine economy.

(19) To be responsible for surveying, mapping, and geographic information management work. To be responsible for basic surveying and mapping and surveying and mapping industry management. To be responsible for surveying and mapping qualification and credit management. To supervise the management of geographic information security and market order. To supervise the management of surveying, mapping, and geographic information results, map work, and measurement mark protection. To be responsible for the management of public services for geographic information.

(20) To be responsible for natural resource supervision and administrative law enforcement. Authorized by the CPC Wenzhou Municipal Committee and the Municipal People’s Government, to supervise the implementation of policies, decision-making deployments, and legal regulations by counties (cities) concerning natural resource and national land spatial planning. To investigate major illegal cases in natural resource exploitation, land spatial planning, and surveying. To guide administrative law enforcement work in counties (cities).

(21) To complete other tasks assigned by the CPC Wenzhou Municipal Committee and the Municipal People’s Government.
