(1) To be responsible for establishing and improving systems related to ecological and environmental protection. In collaboration with relevant departments, to draft and implement municipal ecological and environmental policies and plans, and to draft local ecological and environmental regulations and rules. In conjunction with relevant departments, to compile and supervise the implementation of ecological and environmental plans for key areas, river basins, sea areas, and drinking water sources, as well as water function zoning.

(2) To be responsible for the overall coordination and supervision of major ecological and environmental issues. To lead in coordinating the investigation and handling of major and severe environmental pollution accidents and ecological destruction incidents, guide and coordinate citywide emergency response and early warning work for major and sudden ecological and environmental events, lead in guiding the implementation of ecological and environmental damage compensation systems, coordinate the resolution of cross-regional ecological and environmental pollution disputes, and coordinate the ecological and environmental protection work of key areas, watersheds, and sea areas in the city.

(3) To be responsible for the supervising and management of the implementation of the pollutant discharge total control plan. According to the pollutant reduction targets set by the national and provincial governments, to formulate and supervise the implementation of pollutant discharge total control plans and related policies, to be responsible for regional pollutant total discharge management and supervision of the implementation of emission reduction targets. To supervise the implementation of the pollutant discharge permit system, inspect the completion of pollutant emission reduction tasks in various counties (cities, districts), and implement the ecological and environmental protection target responsibility system. To be responsible for organizing and coordinating work on climate change and greenhouse gas emission reduction.

(4) To be responsible for the supervising and management of the environmental pollution prevention and control. To formulate and supervise the implementation of pollution prevention and control management systems for air, water, ocean, soil, noise, light, odor, solid waste, chemicals, and motor vehicles, etc. In conjunction with relevant departments, to supervise and manage the ecological and environmental protection work of drinking water sources, organize and guide urban and rural ecological and environmental comprehensive improvement work, and supervise and guide the treatment of agricultural non-point source pollution. To organize and coordinate regional air pollution joint prevention and control work.

(5) To guide, coordinate, and supervise ecological protection and restoration work. To organize the formulation of ecological protection plans, supervise activities related to natural resource development and utilization that affect the ecological environment, important ecological environment construction, and ecological damage restoration work. To organize the formulation of ecological environment supervision systems for various types of natural protected areas and supervise law enforcement. To supervise the protection of wild fauna and flora, wetland ecological environment protection, etc. To guide, coordinate, and supervise rural ecological environment protection, organize and coordinate biodiversity protection, and participate in ecological protection compensation work.

(6) To be responsible for the supervision and management of radiation environment safety. To supervise and manage pollution prevention and control in nuclear technology applications, electromagnetic radiation, radiation sources and radioactive waste, and pollution associated with the development and utilization of radioactive mineral resources. To organize and coordinate radiation environment emergency response work.

(7) To be responsible for the supervision and management of ecological and environmental access. Entrusted by the municipal government to guide the environmental impact assessment work of major economic and technical policies, development plans, and major economic development plans. To approve or review environmental impact assessment documents for major development and construction areas, plans, and projects according to national, provincial, and municipal regulations. To draft and implement the citywide ecological and environmental access list.

(8) To be responsible for ecological and environmental monitoring work. To establish ecological and environmental monitoring systems and norms, draft related standards and supervise their implementation. To participate in the establishment of ecological and environmental quality monitoring sites, organize the implementation of ecological and environmental law enforcement monitoring, supervisory monitoring of polluting units, greenhouse gas emission reduction monitoring, and environmental emergency monitoring. To participate in the investigation and evaluation of ecological and environmental quality status, early warning and forecasting, establish and implement the ecological and environmental quality announcement system, and uniformly release citywide environmental status reports and major ecological and environmental information. To be responsible for the citywide ecological and environmental informatization work, and participate in related work of the national and provincial ecological and environmental monitoring networks.

(9) To cooperate in carrying out ecological and environmental protection inspections. To coordinate relevant municipal departments and counties (cities, districts) to cooperate with higher-level authorities in ecological and environmental protection inspection work, establish and perfect related systems for ecological and environmental protection inspection rectification and urge their implementation.

(10) To be uniformly responsible for ecological and environmental supervision and law enforcement. To organize citywide ecological and environmental protection law enforcement inspection activities. To investigate major ecological and environmental law violations. To be responsible for and guide the construction and business work of the citywide comprehensive ecological and environmental protection law enforcement team.

(11) To carry out ecological and environmental scientific and technological work, guide major scientific research and technical engineering demonstrations in ecological and environmental protection, and participate in the construction of ecological and environmental technology management systems. To carry out ecological and environmental cooperation and exchange, cooperate in the implementation of relevant international ecological and environmental treaties, and participate in handling foreign-related ecological and environmental affairs.

(12) To be responsible for proposing preliminary opinions on the allocation of governmental financial funds in the field of ecological and environmental protection. To cooperate with relevant departments in organizing and implementing investment projects, managing the use of funds, and supervising their deployment. To participate in guiding and promoting the development of the circular economy and eco-environmental protection industries.

(13) To organize, guide, and coordinate ecological and environmental publicity and education work, formulate and implement ecological and environmental protection publicity and education plans, and promote the participation of social organizations and the public in ecological and environmental protection.

(14) To be responsible for the organization, coordination, supervision, and assessment of the comprehensive improvement and protection management of the Wenrui embankment canal.

(15) To complete other tasks assigned by the CPC Wenzhou Municipal Committee and the Municipal People’s Government.
