(1) To draft local regulations, rules, and policies on housing and urban-rural construction in the city, organize the compilation and guide the implementation of special plans, development plans, and annual plans for housing security, urban infrastructure construction, real estate industry, construction industry, survey and design consultancy industry, and building energy conservation. To study major issues in housing and urban-rural construction.

(2) To lead in supervising and guiding the construction of affordable housing projects, responsible for the basic housing security of low-income families in urban areas. In conjunction with relevant departments, to undertake related work such as funding arrangements for affordable housing projects. To guide housing system reform and supervise the management of housing provident funds.

(3) To be responsible for the supervision and management of the real estate market. To supervise and manage real estate development, housing transactions, housing leasing, real estate appraisal and brokerage. To organize real estate market monitoring and analysis.

(4) To be responsible for the supervision and management of state-controlled public housing. To be responsible for policy formulation, guidance, implementation, and supervision of compensation for housing expropriation on state-owned land. To supervise and manage the use of property maintenance funds. To guide property management, termite prevention and control in buildings, and safety management of housing use.

(5) To guide and supervise the construction of urban municipal utilities, landscaping, and other urban infrastructure. In conjunction with relevant departments, to compile annual urban construction and funding plans. To participate in promoting urbanization work. To guide the protection of historic and cultural cities, towns, and villages, the development and utilization of urban underground space, urban sculpture construction, and other work.

(6) To participate in related work for improving the rural living environment, participate in the rural revitalization strategy and the construction of beautiful villages. To guide rural housing design, construction, safety management, and dilapidated house renovation.

(7) To formulate building market systems and credit standards and supervise their implementation. To organize and promote building industrialization, general contracting of projects, full-process engineering consulting. To guide construction project bidding, construction permits, project supervision, and contract management. To guide and supervise the implementation of construction project standards and quotas and engineering cost pricing, and organize the release of construction cost information.

(8) To be responsible for the quality and safety management of housing construction projects, municipal utilities projects, and urban landscaping projects. To organize and promote the standardized management of engineering quality and safety and the creation of brand projects. To organize or participate in the investigation and handling of building project quality accidents and safety accidents. To guide pollution prevention in urban construction sites.

(9) To be responsible for the scientific and technological progress in housing and urban-rural construction, guide major scientific research, technical engineering demonstrations, and participate in the construction of ecological environment technology management systems. To carry out ecological environment cooperation and exchange, cooperate in the implementation of relevant international ecological environment treaties, and participate in handling foreign-related ecological environment affairs.

(10) To be responsible for the management of industries such as construction, real estate, survey and design, and property services. To manage the qualification of enterprises, professional qualifications of personnel, and practice registration. To guide vocational education and training in the housing and urban-rural construction industry. To guide or organize the investigation and punishment of illegal and non-compliant activities in the field of housing and urban-rural construction.

(11) To complete other tasks assigned by the CPC Wenzhou Municipal Committee and the Municipal People’s Government.

(12) Government functions transformation: In accordance with the goal of "high-level construction," to comprehensively promote the modernization of infrastructure and integrated urban-rural construction, strengthen urban infrastructure support, enhance urban comprehensive carrying capacity and influence, promote high-quality urban-rural environmental improvement, and improve urban-rural living environments. To strengthen classified regulation of the real estate market, fully implement a housing system of multiple main bodies of supply, multi-channel security, and both renting and purchasing, steadily expand the coverage of housing security, and comprehensively enhance the construction of affordable housing and the management level of housing provident funds. To deeply promote the "one-stop services" reform in the field of housing and urban-rural construction, continue to lead in deepening the reform of the engineering construction project approval system, continuously optimize the approval process. To continue to streamline, cancel, and delegate administrative matters in the construction industry, and promote the modernization of the industry governance system and governance capability.
