(1) To coordinate research and implement the city's mid- and long-term planning and major policies for agriculture, rural areas, and farmers ("three rural issues"). To draft relevant local regulations, rules (drafts) related to agriculture and rural areas, and guide comprehensive agricultural law enforcement. To participate in the formulation of financial, tax, pricing, storage, financial insurance, import and export, and other policies related to agriculture.

(2) To coordinate the development of rural social affairs, public services, culture, infrastructure, and village governance in the city. To lead in improving the rural living environment, and guide the construction of rural spiritual civilization and excellent agricultural culture.

(3) To draft policies and supporting measures for deepening rural economic system reform and consolidating and improving the basic rural operation system. To be responsible for reform and management related to rural land contracted by farmers and rural homesteads. To be responsible for rural collective property rights system reform, guiding the development of rural collective economic organizations, and collective asset management. To guide farmers' cooperative economic organizations, agricultural socialized service systems, and the construction and development of new types of agricultural business entities. To guide the construction and management of state-owned farms.

(4) To be responsible for constructing an efficient and ecological agricultural industry system. To guide the development of rural characteristic industries, agricultural product processing, leisure and sightseeing agriculture, and angertainment. To propose suggestions for promoting the circulation of major agricultural products, cultivate and protect agricultural brands, and guide agricultural product marketing management and domestic and international agricultural exhibitions and sales activities. To release agricultural and rural economic information, monitor, and analyze the operation of the agricultural and rural economy. To undertake agricultural statistics and agricultural and rural informatization work.

(5) To be responsible for supervising and managing various agricultural industries such as crop cultivation, animal husbandry, fisheries, and agricultural mechanization. To guide the production of grain and other agricultural products. To organize the construction of modern agricultural industry systems, production systems, and business systems, and guide standardized agricultural production. To supervise the implementation of bilateral and multilateral fishery treaties and agreements. To be responsible for fishery restoration and revitalization, deep-sea fishery management, and fishery and fishing port supervision and management. To be responsible for the supervision and management of agricultural machinery, pesticide use, and fishery safety production, responsible for the safety management of angertainment, guide leisure and sightseeing agriculture safety management, and guide safety production work in the agricultural industry. To implement ecological and environmental protection requirements in agriculture and rural areas, and cooperate in the investigation and handling of agricultural ecological environmental pollution.

(6) To be responsible for the supervision and management of agricultural product quality and safety. To organize the monitoring and traceability of agricultural product quality and safety. To participate in formulating local standards for agricultural product quality and safety and organize their implementation in conjunction with relevant departments. To guide the construction of agricultural inspection and testing systems. To guide the demarcation of prohibited production areas for agricultural products.

(7) To be responsible for agricultural resource management. To guide the protection and management of agricultural land, fishery waters, and agricultural biological species resources, and be responsible for the protection of water wildlife and the quality of cultivated land and permanent basic farmland. To guide the environmental management of agricultural product origins and agricultural clean production. To guide the development of facility agriculture, ecological recycling agriculture, water-saving agriculture, comprehensive development and utilization of rural renewable energy, and development of the agricultural biomass industry. To lead in the management of alien species.

(8) To be responsible for the supervision and management of agricultural means of production and agricultural inputs. To organize the construction of the agricultural means of production market system, draft local standards for agricultural means of production, and supervise their implementation. To lawfully carry out agricultural administrative permits and their supervision and management. To organize veterinary administration, veterinary drug administration, and veterinary drug inspection work, responsible for the management of practicing veterinarians and livestock and poultry slaughtering industries. To carry out the supervision and management of veterinary appliances and related fertilizers.

(9) To be responsible for agricultural disaster prevention and mitigation, and major crop pest monitoring and control work. To guide the construction of animal and plant epidemic prevention systems, organize and supervise animal and plant epidemic prevention and quarantine work in the city, monitor animal and plant epidemic diseases, lawfully release epidemics, and organize eradication.

(10) To be responsible for agricultural investment management. To propose suggestions for agricultural investment and financing system mechanism reform, municipal investment arrangement of agricultural investment projects, agricultural investment scale and direction, and financial projects to support agricultural and rural development. To approve agricultural investment projects as per authority and be responsible for the arrangement and supervision and management of agricultural investment project funds.

(11) To promote the development of agricultural science and technology and the construction of the agricultural technology extension team system. To guide the construction of agricultural industry technology systems and agricultural technology extension systems, organize applied technology research in agriculture, technology transfer, and extension. To be responsible for the supervision and management of genetically modified organism safety in agriculture and the protection of new agricultural plant varieties, responsible for the protection of wild plants in agriculture as per division of responsibilities.

(12) To guide agricultural and rural talent work. To draft and implement plans for the construction of agricultural and rural talent teams, guide agricultural education and agricultural vocational skills development, organize the cultivation of new professional farmers, training of agricultural scientific and technological talents, and training of practical talents in rural areas.

(13) To organize agricultural foreign cooperation work. To undertake relevant agricultural foreign affairs, organize agricultural trade promotion, and relevant international exchange and cooperation, and participate in relevant agricultural foreign aid projects.

(14) To draft poverty alleviation development work plans and policies and organize their implementation, coordinate and supervise poverty alleviation development work, responsible for the daily work of the municipal poverty alleviation development leadership group, and complete relevant work assigned by higher-level poverty alleviation institutions. To coordinate with relevant departments for key assistance work.

(15) To complete other tasks assigned by the CPC Wenzhou Municipal Committee, the Municipal Government, and the agricultural and rural work leadership group of the CPC Wenzhou Municipal Committee and the Municipal Government.
