To formulate commodity market development plans and promote urban-rural market system construction. To supervise and manage special circulation industries as per regulations. To promote the construction of the recycling system for renewable resources.

(3) To be responsible for promoting consumption in the field of commerce. To cultivate platforms for promoting consumption, guide and promote consumption upgrading. To organize the formulation of exhibition industry development policies, coordinate the promotion of standardized construction and innovative development of the exhibition industry. To guide the construction of domestic and international exhibition platforms and exhibition activities. To formulate and implement the city's finished oil storage and city-level gas station industry development plans, and be responsible for the supervision and management of finished oil market operation and business activities. To be responsible for the supervision and management of single-purpose commercial prepaid cards.

(4) To lead in coordinating and regulating the economic market order. To formulate policies to regulate market operation and circulation order and organize their implementation. To monitor and analyze market operation and the supply and demand of commodities, and carry out forecasting, early warning, and information guidance. (5) To be responsible for the development of the e-commerce industry. In conjunction with relevant departments, to formulate relevant policies, guide and support the development of e-commerce platforms, e-commerce service systems, e-commerce industry bases, etc. To promote the development of cross-border e-commerce. To carry out e-commerce industry statistics, operation monitoring, and service support system construction.

(6) To be responsible for the development of foreign trade. To be responsible for the construction of foreign trade promotion systems, promote new trade methods, and accelerate the construction of cross-border supply chains. To organize the implementation of key international exhibitions at home and abroad, guide enterprises to explore international markets. To be responsible for the registration of foreign trade operators and participate in customs facilitation work. In conjunction with relevant departments, coordinate the management of bulk import and export commodities. To undertake the management of import and export of mechanical and electrical products, high-tech products, and large-scale complete sets of equipment. To guide and promote innovative development of international service trade. To be responsible for the management of technology import and export.

(7) To be responsible for foreign investment and economic cooperation. To be responsible for the management of overseas investment by enterprises in the city (excluding financial enterprises), guide and coordinate the construction of overseas economic and trade cooperation zones. To promote international production capacity cooperation as per division of responsibilities. To be responsible for the supervision and management of overseas investment, foreign labor cooperation, etc. To be responsible for the supervision and management of contract work abroad and its safety production. To undertake the protection of rights and interests of labor dispatched abroad, deal with overseas economic and trade disputes and emergencies. To be responsible for multilateral and bilateral assistance and foreign aid work.

(8) To be responsible for the management of development zones. To comprehensively coordinate, guide, and manage development zones at all levels in the city. To be responsible for the assessment and operational monitoring of development zones.

(9) To be responsible for fair trade work in imports and exports and trade remedy investigations. To be responsible for the organization and coordination of anti-dumping, anti-subsidy, safeguard measures, and other work related to fair trade in imports and exports. To establish and improve a pre-warning mechanism for foreign trade and industrial damage. To guide and coordinate the city's various trade friction cases and industrial security response work.

(10) To complete other tasks assigned by the CPC Wenzhou Municipal Committee and the Municipal Government.
