(1) To perform the investor's responsibilities as authorized by the municipal government, in accordance with laws and regulations such as the Company Law of the People's Republic of China, Law of the People's Republic of China on State-Owned Assets in Enterprises, and other relevant provisions of the municipal party committee and government. To supervise the preservation and appreciation of state-owned assets in enterprises under its jurisdiction. (2) To be responsible for the routine management of the party-building work in state-owned enterprises, and for the party-building work in city-owned enterprises, including centrally administered enterprises in Wenzhou. To guide the party-building work in state-owned enterprises at the county (city, district) level. (3) To be responsible for guiding and promoting the reform and restructuring of state-owned enterprises. To formulate the overall plan for the layout and structure of state-owned capital in enterprises under its jurisdiction and organize its implementation, promoting strategic adjustments to the layout and structure of the state-owned economy. (4) To be responsible for guiding state-owned enterprises in establishing a modern enterprise system. To guide state-owned enterprises in improving corporate governance structures and be responsible for the construction of boards of directors in city-owned enterprises. (5) To assist in the construction of leadership teams and management of leaders in city-owned enterprises. (6) To be responsible for establishing and improving the incentive and restraint mechanism for operators. To be responsible for the assessment of business performance and salary level audits of responsible persons in enterprises under its jurisdiction, and undertake the supervision and management of income distribution in these enterprises. To undertake the preparation and supervision of the execution of the state-owned capital operating budget for enterprises under its jurisdiction, in accordance with relevant regulations. (7) To lead in drafting normative documents for state-owned asset management in the city's enterprises, and to formulate relevant rules and regulations. To guide and urge enterprises under its jurisdiction to implement national, provincial, and municipal policies, laws, regulations, and standards. To guide and supervise the work of state-owned asset supervision and management in counties (cities, districts) by law. To guide the safety production management work of enterprises under its jurisdiction. (8) To study the operational status of the state-owned economy and enterprises under its jurisdiction, and to guide risk control in these enterprises. To undertake basic management tasks such as the definition, registration, evaluation, clearance, and asset verification, statistics, enterprise procurement, investment attraction, comprehensive evaluation, etc., of state-owned assets in enterprises. (9) To complete other tasks assigned by the CPC Wenzhou Municipal Committee and the Municipal People’s Government. (10) Government functions transformation: (i) To adhere to focusing on capital management and strengthen the supervision responsibilities of state-owned assets. In accordance with market economy rules and the requirements of the modern enterprise system, to focus on managing the layout of state-owned capital, standardizing capital operations, improving capital returns, and maintaining capital safety. To establish and improve a state-owned asset supervision and management system that primarily focuses on capital management. (ii) To strengthen the investor's supervision responsibilities, adhere to the organic unity of investor management and supervision, improve the supervision system and methods, strictly pursue accountability, strengthen supervision coordination, enhance supervisory efficiency, and promote the sustained and healthy development of state-owned enterprises. (iii) To fully implement the principles of separation of government and enterprises, separation of government and assets, and separation of ownership and management rights. To accurately define the responsibilities of the state-owned asset supervision agency, delegate matters that should be independently decided by the enterprise according to the law to the enterprise, delegate management matters extended to subsidiaries in principle to the parent enterprise, and delegate public management functions to relevant government departments and units. |
