(1) To be responsible for comprehensive market supervision and management. To organize the implementation of national laws and regulations on market supervision and management, and to formulate relevant normative documents. To implement the strategy of strengthening the city through quality, food safety, standardization, and intellectual property, and to develop and implement relevant plans to standardize and maintain market order, creating an honest, trustworthy, and fair competitive market environment. (2) To be responsible for the unified registration of market entities. To guide the registration of various enterprises, agricultural cooperatives, business units, individual industrial and commercial households, and permanent representative offices of foreign (regional) enterprises, supporting the development of individual and private economies. (3) To be responsible for building a public disclosure and sharing mechanism for market entity information. To legally publicize and share relevant information, strengthen credit supervision, and promote the construction of a credit system for market entities. (4) To be responsible for work related to fair competition. To comprehensively promote the implementation of competition policies, and to guide the implementation of the fair competition review system. To guide Wenzhou enterprises in responding to antitrust lawsuits abroad. (5) To be responsible for supervising and managing market order. To lawfully supervise and manage market transactions, online commodity transactions, and related service activities. To organize the investigation and handling of illegal activities such as price charging violations, unfair competition, illegal direct selling, pyramid selling, infringement of trademark and patent intellectual property rights, and manufacturing and selling counterfeit and substandard goods. (6) To be responsible for macro-quality management. To develop and implement systems and measures for quality development. To coordinate the construction of regional brands, coordinate the construction and application of quality infrastructure, jointly organize the implementation of major project equipment quality supervision systems with relevant departments, organize major quality accident investigations, implement a unified defective product recall system, and supervise and manage anti-counterfeiting of products. (7) To be responsible for product quality and safety supervision. To manage product quality and safety risk monitoring, and supervision and sampling. To organize the implementation of quality grading and quality safety traceability systems. To organize the implementation of industrial product production licensing management. To be responsible for fiber quality supervision. (8) To be responsible for special equipment safety supervision. To comprehensively manage special equipment safety supervision and inspection work, and supervise the implementation of energy-saving standards for high-energy-consuming special equipment and boiler environmental protection standards. (9) To be responsible for comprehensive coordination of food safety supervision and management. To organize the formulation of major food safety policies and their implementation. To be responsible for the construction of a food safety emergency response system, and organize and guide major food safety incident emergency response and investigation and handling work. To establish and implement an important information direct reporting system for food safety. To undertake the daily work of the Municipal Food Safety Committee. (10) To be responsible for food safety supervision and management. To establish and implement a supervision and inspection system and a hidden danger investigation and treatment mechanism covering the entire process of food production, circulation, and consumption, preventing regional and systemic food safety risks. To promote the implementation of the main responsibility mechanism for food producers and operators, and to improve the food safety traceability system. To organize food safety supervision and sampling, verification and handling, risk warning, and risk communication work. To organize the implementation of special food supervision and management. (11) To be responsible for unified management of measurement work. To promote legal measurement units and the national measurement system, manage the transfer and comparison of measurement instruments and values. To regulate and supervise the quantity of goods and market measurement behaviors. (12) To be responsible for unified management of standardization work. To organize, coordinate, and guide the standardization work of various departments and industries. To organize the formulation of local standards according to law and supervise their implementation. (13) To be responsible for unified management of inspection and testing work. To promote the reform of inspection and testing institutions, standardize the inspection and testing market, improve the inspection and testing system, and guide and coordinate the development of the inspection and testing industry. (14) To be responsible for unified management, supervision, and comprehensive coordination of certification and accreditation work. To organize the implementation of a unified certification, accreditation, and qualification supervision and management system. (15) To be responsible for drug safety supervision and management. Oversee the implementation of national drug standards, technical specifications, and classification management systems. Cooperate in the implementation of the national essential medicines system. Oversee the implementation of quality management standards for the operation and use of pharmaceuticals. Organize post-marketing risk management of drugs. Conduct monitoring, evaluation, and handling of adverse drug reactions, and oversee the product recall system. Conduct quality spot checks and inspections of pharmaceuticals. Promote the construction of a drug safety credit system and technical support system. (16) To be responsible for the safety supervision and management of medical devices. Oversee the implementation of national medical device standards, technical specifications, and classification management systems. Organize the filing of Class I medical device products, production enterprise filing, and related inspections. Supervise the implementation of quality management standards for the operation and use of medical devices. Conduct monitoring, evaluation, and handling of adverse events related to medical devices, and oversee the product recall system. Conduct quality spot checks and inspections of medical devices. Promote the construction of a medical device safety credit system and technical support system. (17) To be responsible for the safety supervision and management of cosmetics. Oversee the implementation of cosmetics standards, technical specifications, and classification management systems. Conduct monitoring, evaluation, and handling of adverse reactions to cosmetics, and oversee the product recall system. Conduct quality spot checks and inspections of cosmetics. Promote the construction of a cosmetics safety credit system and technical support system. (18) To be responsible for the supervision and management of intellectual property rights. Draft and implement policies and plans for the creation, protection, and utilization of intellectual property rights. Build and improve the intellectual property protection system and public service system. Organize trademark and patent law enforcement, protect intellectual property rights, and promote the creation and utilization of intellectual property. (19) To be responsible for the technological and information technology construction, news publicity, and exchange and cooperation in market supervision and management. Undertake tasks related to technical trade measures as stipulated. (20) To be responsible for organizing and guiding comprehensive administrative law enforcement in market supervision. Implement the spirit of documents related to comprehensive administrative law enforcement reform in market supervision issued by central, provincial, and municipal authorities. Guide and promote the reform of comprehensive administrative law enforcement in market supervision throughout the city. Guide the integration and construction of comprehensive administrative law enforcement teams in market supervision at the county (city, district) level and standardize the behavior of administrative law enforcement in market supervision. Organize the investigation and handling of cases violating laws, regulations, and rules in market supervision. (21) To complete other tasks assigned by the CPC Wenzhou Municipal Committee and the Municipal People’s Government. |
