(1) To implement the decisions and arrangements of the Central Party Committee, the Provincial Party Committee, and the Municipal Party Committee regarding national defense mobilization and civil air defense.

(2) To undertake comprehensive coordination tasks for national defense mobilization work.

(3) To be responsible for the supervision and management of major tasks assigned by the CPC Wenzhou Municipal Committee, the Municipal People’s Government, and the important matters of the Wenzhou Municipal National Defense Mobilization Committee.

(4) To organize and conduct surveys on national defense mobilization potential.

(5) To collaborate in the alignment of national defense mobilization requirements.

(6) To be responsible for the construction and management of civil air defense projects.

(7) To carry out the organization and command of civil air defense.

(8) To be responsible for the informatization construction of national defense mobilization and civil air defense.

(9) To organize and coordinate the protection of military facilities; to supervise and guide the protection of important economic targets.

(10) To arrange and allocate funds for national defense mobilization and civil air defense construction.

(11) To organize and implement national defense mobilization and civil air defense publicity and education.

(12) In wartime, to organize the implementation of national defense mobilization and civil air defense tasks according to military requirements.

(13) To guide counties (cities, districts) in carrying out national defense mobilization and civil air defense work.

(14) To undertake specific work for the CPC Wenzhou Military-Civilian Integration Development Committee.

(15) To complete other tasks assigned by the CPC Wenzhou Municipal Committee, the Municipal People’s Government, and the Wenzhou Municipal National Defense Mobilization Committee.
