The Wenzhou Library is a national first-class library at prefectural level, and its predecessor, the Zhouyuan Library, was built on May 9, 1919. In March 2020, after the approval of the Institutional Establishment Committee Office of the Wenzhou Municipal Party Committee, the old Wenzhou Library and the Wenzhou Children’s Library were integrated to form the current “Wenzhou Library”. Its existing buildings cover an area of 42,202 sq m, including 29,087 sq m for the Shifu Road Main Library, 9,416 sq m for the Children’s Branch Library, 1,809 sq m for the Elderly Branch Library, and 1,889 sq m for the Xianqiantou Branch Library. It insists on opening from 8:30 to 20:30 seven days per week. As a large-scale modern public library integrating culture, education, scientific research, leisure and other functions, it receives more than three million readers annually and lends out more than four million volumes of library materials annually.

Each year, the Wenzhou Library organizes more than 3,000 public welfare lectures, exhibitions and other reader activities in conjunction with all walks of life, possessing “Children’s Knowledge Bank”, “Zhouyuan Garden Lecture”, “Reading Drama Club”, “Yuexiuhui Recitation Club”, “Xinyu Lecture”, “Wenzhou Reading Club Alliance”, and other reading service brands. It has edited and published “Series of Wenzhou Literature”, “Collections of Wenzhou Historical Literature”, “Collections of Wenzhou Dialect Literature”, “General History of Wenzhou”, “Series of Wenzhou Library’s Collections of Diaries and Notebooks”, etc. The Elderly Branch Library is the first independent library for the elderly in the country, which was awarded the first phase of national “Civilization Unit for Respecting Senior Citizens” by the China National Committee on Aging (CNCA) in 2013. Since 2014, the Wenzhou Library has been selected as a “National Public Cultural Institution Legal Person Governance Pilot Unit”, attracting social forces to form a council and implement chartered management. It has initiated the project of the “New Model of Modern Public Library Service with Urban Book Network”, which is nominated one of the third batch of national public cultural service system demonstration projects. The construction of the City’s Study under the project has achieved remarkable results, and as a successful practice in Wenzhou’s public cultural services for the benefit of people, it has been nation-widely praised and popular.
