“Wenzhou Data Surpasses National and Provincial Averages for 18 Months” | |||

On October 24, it is learned from the Wenzhou Economic and Information Bureau that in the first three quarters of this year, Wenzhou’s industrial added value above designated size (annual revenue ≥ 20million yuan) increased by 10.5% year-on-year(YoY), surpassing the national average by 4.7 percentage points and the provincial average by 2.7 percentage points, ranking second in the province. This marks that Wenzhou has outperformed both the national and provincial averages for 18th consecutive months. Since the beginning of this year, the city has fully promoted the “336X” strategy on key industries support and living up the main part of enterprises, resulting in a continuous improvement in the industrial economy. The development of strategic emerging industries has been enhanced, with industrial transformation accelerating. Industrial added values above designated size in industries such as new energy, digital economy, smart equipment, and health-care have all seen growth rates exceeding 10%. For instance, in the digital economy sector, 46 new projects with investments over 100 million yuan were introduced this year, achieving 153% of the annual target. From January to September, the manufacturing added value of the core digital economy industry grew by 15.9% YoY, 5.4 percentage points higher than the growth rate of Wenzhou’s industrial added value above designated size. In the 2024 list of Top 100 Digital Economy Cities in China, Wenzhou ranked 24th, an improvement of three places from the previous year. With the in-depth promotion of the “Intelligent and digital Transformation on enterprises” initiative, 1,383 new intelligent energy-saving transformation projects were implemented in the first three quarters, with one green low-carbon park and 17 green low-carbon factories recognized at the provincial level, achieving the highest success rate in the province. The digital transformation coverage rate of industrial enterprises above a designated size reached 100%, ranking first in Zhejiang. Another point of interest is that some of Wenzhou’s innovative reforms in the industrial sector have not only improved industrial economic quality and efficiency but have also been promoted at the provincial and national levels. “Ten Ones” mechanism, the upgraded chain-chief mechanism has been elevated to a key provincial initiative and promoted throughout Zhejiang. Under the “chain-chief mechanism,” the communication connector cluster in Yueqing has been selected as a national SME characteristic industry cluster, and the automotive sensor cluster in Rui'an has been recognized as a SME provincial-level characteristic industry cluster. Thanks to the “data-driven land allocation” mechanism, project construction has accelerated; from January to September, Wenzhou has allocated 919.30 acres of land to 238 enterprises, with this approach selected as one of the “Top Ten National Cases of Innovative Business Environment Practice” and recognized as a typical case of provincial agency efficiency construction, gaining nationwide promotion. Driven by the “data-driven land allocation” initiative, corporate investment has rebounded. From January to September, Wenzhou plans to implement 537 manufacturing projects with investments exceeding 100 million yuan, an increase of 146 projects compared to the same period last year, with an investment completion of 36.799 billion yuan, a year-on-year increase of 15.2%. Wenzhou has implemented 57 major provincial manufacturing projects, completing an investment of 15.034 billion yuan from January to September, achieving a completion rate of 94%, ranking second in Zhejiang. While stabilizing the development of current enterprises, Wenzhou has continued to focus on cultivating the main part of enterprises, leading to a rapid upgrading of enterprises. Policies support to “Eagle Enterprises” and leading enterprises within industrial chains have been strengthened, with the cultivation of 76 provincial-level headquarters of private enterprises, 10 leading headquarters enterprises, and 4 enterprises being selected as provincial-level “chain leader” enterprises. The “City of SRDI Enterprises” (Specialized, Refined, Differential, Innovative)initiative has been upgraded to version 2.0, with 21 new national-level SRDI enterprises as known as “little giants,” 60 provincial-level hidden champion enterprises, and 128 provincial-level SRDI SMEs. By focusing on innovative and technology-based micro and small enterprises, precision cultivation has been strengthened. From January to August, 1,411 enterprises were enrolled in the “SMEs upgrading to above-scale enterprises” program, with 493 meeting the criteria. Enterprises have been guided to strengthen the development and application of new products. This year, 4 new material products were listed as the first batch at both the national and provincial levels, and 389 new industrial products were certified at the provincial level. The output value of new products in Wenzhou increased by 11.1% YoY, higher than the provincial average by 6.2%, ranking second in Zhejiang. Wenzhou has continued to solidly implement enterprise support services, optimizing and upgrading the business environment. We have accelerated the construction of Wenzhou friendly to micro, small, and medium-sized enterprises by systematically building a “six-actions-in-one” service system. The “Cloud Assistance for Enterprises - Enterprise Home” has been listed as a typical case of government services in the province, and 7,989 difficulties have been resolved this year, reducing enterprises’ burden worthy of RMB 15 billion in the first three quarters. Besides, active assistance has been provided to enterprises in expanding markets and securing orders. From January to September, 78 industrial chain matching activities were held in Wenzhou, involving more than 9,400 enterprises and matching orders amounting to RMB 12.23 billion. Efforts to support enterprise talents have been strengthened, with 327 candidates recommended for the national key talent recruitment plan this year, 17 municipal industry leading talents and chief experts selected, and 82 new provincial-level excellent engineers added. |
