Wenzhou attracts high-quality and large-scale investments

Focusing on “short-term gains and sustainable performance”, Wenzhou has made concerted efforts to attract high-quality and large-scale investments, energizing the headquarters economy. In the first three quarters of this year, the city has already surpassed its annual target by successfully attracting and developing 109 headquarters projects. Among these, 11 are leading enterprises and  72 are significant tax contributors, generating a tax revenue of over 900 million yuan in total, 10 among which bring in over 20 million yuan each. Additionally, 26 trade projects have collectively achieved sales exceeding 36 billion yuan.

It is reported that Wenzhou employs a comprehensive strategy to “attract large-scale and robust investments, and extend and supplement industry chains” ,  while simultaneously “reaching out and inviting in” through both digital and traditional promotion methods. The city focuses on precise matchmaking to attract large in scale, economically beneficial and innovative headquarters projects, including the K11 Select Mall, a shopping center integrating art, and the Weiming Group headquarters in the Binjiang CBD of Oujiang New City. iFLYTEK, a well-known listed enterprise in intelligent voice and artificial intelligence, has built an AI industry acceleration center in Longwan District, bolstering the local AI ecosystem. Another example is Zhejiang Chenyi Style Ecological Technology Development Co., Ltd. in Yongjia County. As a leader in the field of internet community e-commerce, the company has set up four large-scale e-commerce processing industrial parks nationwide, with the tax revenue exceeding 30 million yuan this year.

By tapping into the potential of Wenzhou entrepreneurs and harnessing their collective strength, the city utilizes its unique resource advantages to attract investment through “hometown ties” and “emotional connections”. The city promotes its “Wenzhou Entrepreneurs” brand, broadens its “circle of partners”, and builds a “magnetic field” for the return of Wenzhou entrepreneurs. For example, the city, embodying “sweet potato economy”, a metaphor for the grounded and resilient spirit, is dedicated to building the metal ore industry into a distinctive industrial cluster. This is achieved by actively reaching out to leading metal ore enterprises, fostering collaboration among stakeholders, meticulously planning, and providing tailored on-site services. Wenzhou aims to accelerate the development of headquarters buildings and a mineral trading platform in the Binjiang CBD of Oujiang New City, thereby encouraging metal ore enterprises to return to their roots sooner.

In the first three quarters, the city introduced 77 new headquarters projects, which accounted for over 70% of the total headquarters projects within the city. The tax-generating headquarters encompass various industries such as manufacturing, construction, services, mining, and entertainment, and are linked to enterprises across multiple regions such as Jiangsu, Zhejiang, Shanghai, Guangdong, Guizhou, Shaanxi, and Jiangxi. By leveraging five major platforms for overseas investment and talent attraction, the city proactively gathers information on headquarters projects to attract high-quality projects from other cities. For example, Longgang, a county-level city, has vigorously developed its digital trade, successfully attracting three trade headquarters from Shanghai and Hangzhou, named Ningwei, Saxi, and Yuange. Specializing in internet retail, they have collectively generated sales exceeding 1 billion yuan. Meanwhile, Yueqing, a county-level city has drawn the headquarters of Baichuan Company from Henan, and established the national headquarters for bean extract sales, bringing in a tax revenue of 5 million yuan this year.
