(1) To organize, guide, and coordinate the development and management of e-government, big data, and smart city. To formulate and implement development plans, plans, and related policies and measures for e-government, big data, and smart city.

(2) To promote the digital transformation of government, foster deep integration of 'Internet Plus Government Services', and implement information system construction tasks supporting the 'one-stop services reform.'

(3) To be responsible for the construction and management of the municipal government portal website, and to guide the construction and management of government websites throughout the city.

(4) To organize and coordinate the integration, collection, application, sharing, and opening of public data resources. To compile public data resource catalogs and open catalogs, develop standards and norms, and organize their implementation and supervisory management. To advance the interconnection of information systems at all levels and departments, break down information silos, and achieve data sharing. To comprehensively analyze and utilize big data to provide a basis for decision-making by the Party Committee and Government.

(5) To coordinate the construction and management of e-government infrastructure. To coordinate the construction and management of major infrastructure such as e-government networks and e-government cloud platforms.

(6) To undertake coordination, organization of demonstration, review, supervision, and acceptance of preliminary work for municipal government investment information technology construction projects.

(7) To be responsible for the construction and security of public application basic support platforms and collected data security systems. To formulate and implement public data and e-government security planning, standards and norms, and to guide and supervise the public data and e-government security management work of county (city, district) governments and municipal government departments.

(8) To complete other tasks assigned by the CPC Wenzhou Municipal Committee and the Municipal People’s Government.
