On June 13th, after assisting a business in Rui'an with the registration of cross-border e-commerce export to overseas warehouses, Xia Miaojie, the founder of Hangzhou Fuyao Consulting Services Co., Ltd., praised the upgraded process of this business.

The smooth experience is attributed to Wenzhou's integration of the entire process for cross-border e-commerce "9810" export operations. "9810" refers to cross-border e-commerce exporting to overseas warehouses, a crucial model in lowering logistics costs, reducing delivery time, and enhancing post-sales efficiency. The head of the Cross-Border E-commerce Comprehensive Trial Zone at the Municipal Bureau of Commerce mentioned that due to incomplete processes, the "9810" model often faced challenges in lengthy filing times, cumbersome procedures, and tax refund complexities, deterring many companies from adopting this model. To resolve these issues, the key strategy lies in streamlining the entire "9810" export chain—addressing nine major problems across five aspects through collaborative efforts of multiple departments. In response, Wenzhou integrated resources from commerce, customs, taxation, foreign exchange, and other departments to initiate a trial of the full "9810" export chain process in Ruian last month. According to Chen Zhaobo, Deputy Director of Ruian Municipal Bureau of Commerce, the pilot implementation of the "9810" full chain has opened a new path for businesses, stimulating their operational vitality.

During the process of streamlining the business chain, Wenzhou actively sought support from Hangzhou Customs to optimize the filing process, enabling online application submissions, and guiding businesses to swiftly and compliantly complete filings.

The emphasis was also placed on facilitating tax refund procedures, reducing financial costs for businesses, strengthening tax risk prevention, and encouraging personalized services for cross-border e-commerce enterprises to ensure healthy and compliant development.

With comprehensive service upgrades, significant reductions in processing times have been achieved for "9810" export operations: the entire filing process has decreased from one month for paper filings to 2 working days, while export tax refund processing has been cut down to 3 working days. Reflecting business volumes, from January to May this year, Wenzhou saw 33 new "9810" enterprise filings, totaling 116 enterprises. The amount of actual exporting enterprises reached 38, marking a 192.3% year-on-year growth, with cross-border e-commerce "9810" exports totaling RMB 66.5 million.

Going forward, Wenzhou plans to build upon the experiences and practices derived from streamlining the entire chain of cross-border e-commerce "9810" export operations. By leveraging the municipality's leading role in open service areas, further enhancements will be made towards proactive issue resolution in open areas, utilizing designated platforms to transform passive handling of problems into proactive identification. The aim is to address common issues through prioritized supervision, empowering the city's open economy development through value-added services.
