Recently, the third batch of provincial-level characteristic “new star” industry cluster cultivation list was announced, with six industry clusters from Wenzhou selected: precision pump valve industries and stationery and sports goods from Yongjia County, printing and packaging equipment and pet supplies from Pingyang County, safety and emergency equipment, and fashion accessories from Ouhai District.

To implement the “415X” advanced manufacturing cluster cultivation projects, in recent years, Wenzhou has made significant strides in the transformation and upgrading of traditional manufacturing industries. In addition, the city has innovatively implemented the “ten ones” mechanism of the industry chain based on chain leader system, promoting the transformation of the traditional massive economy into modern industrial clusters. The six selected “new star” industry clusters rely on scientific and technological innovation to create new supply, and reshape the competitive advantage of the manufacturing industry. They are characterized by rapid growth, technological leadership, and strong ecological synergy.

Taking technological innovation as the core driving force, the precision pump valve industries in Yongjia County have established a complete industrial chain that integrates research and development, production and assembly, raw material processing, and spare parts manufacturing and sales. By promoting Enterprise Cloudification and Platformization, the industry has reduced technological and financial barriers and fully built a new model of intelligent manufacturing and digital management across the entire industrial chain. As a result, the industry has developed high-end pump valve products for nuclear power, supercritical state, liquid hydrogen and helium, deep-sea cryogenics, oil and gas pipelines, and storage power stations.

The fashion accessories industry in Ouhai District has solid foundation. Over 800 eyewear companies in the region produce products that account for one-third of the Chinese eyewear market. In the apparel sector alone, seven trend-setting brands, such as Semir, XG, and JESSYLINE, have achieved annual output values exceeding 100 million yuan, initially forming a fashion industry ecosystem with domestic influence. After decades of development, pet supplies industry in Pingyang County has become the only “Chinese Pet Supplies Export Base” in the country. It now holds more than 60% of the global market share for chew bones and has gradually expanded into a comprehensive pet supplies industry chain, including pet feed, snacks, leashes, toys, clothing, identification tags, dog houses, and cat trees.

It is learned that the early development of massive economy in Wenzhou effectively utilized local resource endowments. However, it also led to the current situation where the overall industrial structure of manufacturing is relatively lightweight, with weak capabilities in advanced manufacturing and limited high-end specialization in leading sectors. The selection of these six industries as “new star” industry clusters provides a sliver bullet for accelerating the transformation and upgrading of traditional massive economy to modern industry clusters.

To address the “bottlenecks” in the development of the “New Star” industry clusters, our city will formulate and implement local cluster development plans and special support policies in the future. The city aims to accelerate breakthroughs in key common technologies, guide the “New Star” industry clusters to cultivate a number of leading enterprises and specialized and sophisticated “hidden champion” enterprises in the upstream and downstream supply chain, and lead those clusters to climb to the high-end of the industrial and value chains.
