On the afternoon of January 23, during the Third Plenary Session of the Fifth Session of the 14th Wenzhou Municipal People's Congress, 534 deputies of the Municipal People's Congress conducted differential voting through secret ballot to select the “Top Ten Practical Projects for People’s Livelihood” for Wenzhou in 2025.

These projects are closely related to the daily lives of Wenzhou residents, including the “Bright Eyes and White Teeth” , the “Child-Friendly” , the “Enjoyable Elderly Life” , the “Rural Common Prosperity” , the “Green Transport” , the “Cultural Charm and Fitness” , the “Affordable Housing”, the “Risk Removal and Security Assurance” , the “Food Safety Guard”, and the “Universal Health Coverage” Projects. These projects involve various aspects such as education, health, elderly care, aiding the disabled, housing, transportation, culture, sports, and safety.

Among these ten projects in 2025, there are many people's livelihood brands with Wenzhou characteristics, such as “Sharing Happiness”, “Bright Eyes and White Teeth”, and “Environmental Improvement”. There are also some familiar projects to the public, such as the “Cultural Charm and Fitness” project, the “Green Transport” project, and the “Food Safety Guard” project.

Take the “Cultural Charm and Fitness” project as an example, in 2025, Wenzhou plan to build 10 City’s Studies; implement the programs in the public interest by delivering over 2,000 performances to grassroots communities; construct 12 new public gyms, 20 cage football fields, and 20 community multi-functional sports fields. Additionally, 50 table tennis facilities will be established in communities and parks, and 1,500 public sports events, such as “Village Run” “Village Super League” and “Village BA”, will be held.

The “Child-Friendly” project, which stood out from the candidate practical people's livelihood projects, has garnered significant attention. This project focuses on building 50 pilot units in nine categories for child-friendly facilities. It will continuously advance the “Spring Mud Project” by developing 75 “Co-Education Community · Virtue-Nurturing Courtyard” Standardized Platforms for the Ideological and Moral Education of Minors, upgrade 62 rural school youth palaces, and establish 24 “Youth Palaces at the Doorstep”. Moreover, the project guarantees 100% availability of public school places for the children of migrant workers holding residence permits, adds 2,000 new enrollment slots in public high schools, sets 14 family education consultation and guidance centers, and provides rehabilitation assistance to 1,600 children with autism.

Last October, Wenzhou launched a new round of selection for practical projects for people’s livelihood. The mayor’s open letter and project solicitation announcements were disseminated through various media, including WeChat public accounts, websites, and the Wenzhou News app. Additionally, opinions and suggestions are solicited from deputies to the Municipal People's Congress and members of the Chinese Political Consultative Conference on a one-to-one basis. Encouraging public participation, the initiative lasted over a month and collected more than 1,100 suggestions. These suggestions, which reflected the opinions of all parties and the needs of the people, were sorted into lists according to the government's administrative authority and forwarded to relevant departments for research and adoption. More than 80 sub-projects were gradually proposed. After careful sorting, research, and rigorous deliberation, the final selection was made by the Municipal People's Congress deputies through differential voting process of “10 in 12.”

The Standing Committee of the Municipal People's Congress will continue to supervise the entire implementation process of these livelihood projects, evaluate their progress, and conduct satisfaction assessments, striving to deliver excellent results in people's livelihood projects.
