Recently, the Department of Commerce of Zhejiang Province conducted a new round of evaluations for cross-border e-commerce industrial parks across the province. Seven parks from Wenzhou were selected, placing the city among the top three in Zhejiang.

Among the seven selected parks, three were newly added to the list—Pingyang Silk Road Cross-border E-commerce Industrial Park, Longgang Public Service Center for Cross-border E-commerce, and Longgang Gift Cross-border E-commerce Industrial Park. The remaining four——Lucheng Cross-border E-commerce Industrial Park, China (Ouhai) Eyewear Cross-border E-commerce Park, Longwan Honglian Cross-Trade Park, and Pingyang Digital Business Industrial Park—were re-evaluated and successfully retained their status.

According to the evaluation criteria, the evaluation targets industrial parks, commercial buildings, and industry clusters that serve cross-border e-commerce as their core function. These areas must host a significant number of cross-border e-commerce enterprises, have a dedicated management entity, and provide essential infrastructure and public services. For industry clusters, there must be at least 30 cross-border e-commerce enterprises, including operators and service providers. For operator-oriented parks, the annual cross-border transaction volume must exceed 500 million yuan, with exports volumes above 50 million yuan. For service provider-oriented parks, the combined annual revenue of service enterprises should exceed 50 million yuan.

Among the newly selected parks, Pingyang Silk Road Cross-border E-commerce Industrial Park, located to the east of the Pingyang Expressway exit, features supporting facilities such as showrooms, service centers, and multifunctional meeting rooms. It provides one-stop services including platform integration, online store setup, and training and incubation. To date, over 20 cross-border e-commerce enterprises, including Guangzhou Zhizhen Supply Chain Co., Ltd., Wenzhou Zhongcheng Network Technology Co., Ltd., Fujian Zixun Information Technology Co., Ltd, and Wenzhou Meiyang Intelligent Manufacturing Co., Ltd., have already moved in.

Longgang Public Service Center for Cross-border E-commerce, located in Longgang Printing and Packaging Town, adopts an innovative model that integrates online-offline interaction, domestic-international linkage, and industry-academia-research (IAR) cooperation. It currently hosts 40 cross-border e-commerce enterprises such as Wenzhou Qianyi Technology Co., Ltd., Wenzhou Qiyi Crafts Co., Ltd., and Wenzhou Zhongbang Supply Chain Service Co., Ltd., helping traditional foreign trade firms achieve digital and intelligent transformation.

Longgang Gift Cross-border E-commerce Industrial Park, situated in the central business district (CBD) of Longgang New City, serves as a demonstration zone in response to the national strategy for cross-border e-commerce development. Combining incubation, exhibition, trade, logistics, warehousing, and talent cultivation, the park has attracted over 30 enterprises and formed vertical industrial clusters covering eco-friendly packaging, creative stationery, and children’s toys.

In recent years, Wenzhou has made steady progress toward becoming a leading hub for cross-border e-commerce. With a focus on small-scale, targeted reform pilots in industrial park development, Wenzhou has accelerated the concentration of e-commerce market entities and service providers into industrial parks. Following the development strategy of “citywide coverage and differentiated growth,” Wenzhou continues to advance its “One County, One Park” and “One Belt, One Park” initiatives while promoting the integrated model of “cross-border e-commerce + industrial park + comprehensive service platform.” To date, Wenzhou has established 33 cross-border e-commerce industrial parks. Over the past three years, Wenzhou’s cross-border trade volume has surged more than twentyfold, with cross-border e-commerce now accounting for 10% of total exports—ranking second in the province. Cross-border e-commerce has become a key driver for the city’s foreign trade growth, contributing to the formation of a dynamic, well-structured, and performance-driven e-commerce ecosystem in Wenzhou.
