Wenzhou takes lead in Zhejiang to launch early rice purchasing

On July 11, golden grains of rice were purchased and stored at the Mayu Grain Depot in Rui'an.

On July 11, reporters learned from the Wenzhou Municipal Food and Strategic Reserves Administration that this year's early rice planting area in Wenzhou has exceeded 300,000 mu (20,000 hectares). The city has taken the lead in Zhejiang Province to launch the early rice purchasing campaign, with the contract-based purchasing volume expected to reach 120,000 tons.

Rui'an City and Yongjia County have already commenced early rice purchasing. On July 7, to minimize grain losses, Rui'an City initiated purchasing ahead of Typhoon Danas, collecting over 800 tons on the first day alone. As the “vanguard” in the city's rush harvest, Rui'an plans to purchase 37,000 tons of early rice. Its Mayu and Jiangshang grain depots opened simultaneously, adding 6 impurity removal lines and 6 short-distance transfer vehicles to enhance the efficiency of grain processing and warehousing.

Chen Xiaosheng, a major grain grower in Rui'an, reported a good harvest and stable purchasing prices this year, having already sold 27 tons of early rice. The base purchasing price for early rice this year is 132 yuan per 50kg. With an additional contract reward of 30 yuan per 50kg, the total reaches 162 yuan per 50kg. Grain depots conduct strict inspections, with the quality generally meeting the Grade II standard.

Earlier, to ensure the smooth drying and storage of 2,000 tons of early rice rushed in by farmers, relevant city departments set up rain shelters and temporary storage points for some farmers and extended purchasing hours from 7:00 AM to 10:00 PM.

To safeguard farmers’ earnings, the city introduced supportive subsidy policies before the purchasing campaign began and pre-planned disaster response mechanisms. For grain downgraded to Grade IV or V due to disasters, and for substandard grain with processing value, besides the base purchasing price, an additional contract subsidy of 24 yuan per 50kg and 15 yuan per 50kg will be provided respectively. Considering potential cross-district drying needs during the rush harvest, the city also established a drying transportation subsidy, offering a freight subsidy capped at 70 yuan per ton based on distance and market rates, effectively helping farmers “reduce losses and increase earnings”.

It is reported that the city has systematically completed preparations for the early rice purchasing, achieving a state where “depots, personnel, machines and funds await grain.” The number of purchasing points has increased to 31, with total storage capacity reaching 145,700 tons. Over 1,000 sets of equipment for weighing, cleaning, and conveying are operational. All 542 purchasing personnel are in position, and the purchasing fund of 279 million yuan is ready, providing solid guarantees for the policy of “purchasing all eligible grain.”
